The "LaunchGTAIV.exe" has been replaced with "PlayGTAIV.exe" , DO NOT rename "PlayGTAIV.exe" so that errors won't exist. I've been trying to install the downgrade for only EFLC but no luck so now im going to try to install the downgrade for GTA Iv. I had this same issue and contacted steam about it. Here was their reply (which worked for me!): Thank you for contacting Steam Support. Weird stuttering. When I launch the game, everything seems to be running fine, above 60 FPS. But a few minutes later, the game starts to stutter like crazy. Which is weird, because the game still runs at 60 FPS, but something seems to throttle it. I've had the game since 2013, it never did that to me before.
